ECOM – ENVIRONMENTAL CONSULTANCY IN MONTENEGRO
ECOM, an independent and voluntary association, brings together experts in the field of environmental protection with the primary goal of raising awareness and developing environmental culture, especially among young people. We achieve our mission through collaboration with related environmental organizations and institutions both domestically and internationally.
About Us
The organization is headquartered in Kotor, and its area of activity covers the entire territory of Montenegro. Since its founding in 2001, we have been dedicated to making a lasting impact on environmental preservation through education, promotion, advocacy and practical action.
Members of ECOM were permanent collaborators of several scientific and popular magazines as well as the program – “Eco corner” of Radio Kotor (the longest-running ecological radio magazine in Montenegro).
Our Mission and Goals
ECOM strives to achieve the following primary objectives and tasks:
- Organization of Environmental Activities: We initiate and implement projects, either independently or in cooperation with related institutions, organizations, and citizen associations.
- International Cooperation: We are active members of environmental networks and associations worldwide, contributing to the global environmental movement.
- Education and Awareness Raising: We focus on educating the public, especially young people, about the importance of environmental preservation and the development of environmental awareness.
- Expanding Scientific Knowledge: Through partnerships and information exchange with related organizations, we expand scientific and expert knowledge in the field of environmental protection.
- Workshops and Seminars: We organize workshops, seminars, presentations, and exhibitions to promote contemporary scientific achievements and best practices in environmental protection.

Our Projects and Achievements
Since its founding in 2001, ECOM has implemented numerous campaigns and projects.
Global Partnerships and Programs
Since 2003, ECOM has been an affiliated, and since 2009, a full member of the Foundation for Environmental Education (FEE), an international organization with over 40 years of experience. In 2021, FEE launched the GAIA 20:30 strategic plan, focusing on urgent environmental challenges such as climate change, biodiversity loss, and pollution.
ECOM implements three key FEE programs in Montenegro:
- Blue Flag (since 2003) is a program that introduces high environmental protection standards, as well as quality sanitary and safety conditions at beaches, marinas, and tourist boats, along with environmental education and public awareness.
- Young Reporters for the Environment (since 2008) is a program involving young people in researching local environmental problems, proposing possible solutions, and reporting through journalistic production.
- Green Key (since 2017) is a program that introduces top standards of environmental responsibility and sustainable development within the tourism industry.
These programs align with ECOM's commitment to applying environmental protection principles through raising awareness, changing behaviour patterns, and improving the environment.
Since 2016, ECOM has been involved in the fourth FEE program, “Eco-Schools”, operated nationally by the Bureau for Education of Montenegro. The implementation of the Eco-Schools program contributes to improving the quality of teaching and learning in the field of education for sustainable development. In 2022, together with the Bureau, ECOM organized the Montenegrin segment of the climate marathon “Running out of time” ahead of the UN COP 27 summit in Sharm El Sheikh.
Educational Projects
ECOM partnered with the Eco Centre “Delfin” in the implementation of the project “Sustainable Development – KNOW and ACT” (2022-2023), supported by the UNDP ReLOaD2 program and funded by the EU. The project aimed to enhance students’ knowledge about global sustainable development goals, natural and cultural heritage, energy efficiency, sustainable waste management, and media literacy through an informal educational program in primary schools in Kotor.
In 2024 and 2025, ECOM, as one of five partners, is implementing the Erasmus+ project “Upskill and Reconnect!”, which aims to improve the key skills of young people and their responsibility to the local community by mentoring older citizens to enhance their digital literacy.
Our Philosophy
As an organization engaged in consulting in the field of environmental protection, ECOM believes that the key to solving environmental problems lies in education and raising environmental awareness, especially among young people. In this way, when individuals are presented with the causes of an environmental problem, they are empowered to take direct initiative for active and applied environmental protection.
